Search for a TSA-approved makeup bag and you will get pages of clear plastic pouches, most of them labeled "TSA approved" in the listing title. Some cost $8 for three. Some cost $95.
The label suggests a certification: that someone at TSA looked at the bag and signed off. That is not how it works, and it has never been how it works.
Most of the articles on this topic, including ones from well-known travel brands, do not link to a single TSA page. This one does. Every rule below links to its source, so you can check it yourself before a trip.
What TSA says about bags
When travelers asked TSA's official help account about "TSA approved" bags, the answer was direct: "We don't approve or endorse any particular products. However, as long as the toiletry bag is the approximate dimensions of a quart-sized bag (6″ x 9″) you'll be good to go through the checkpoint" [1].
That matches TSA's own published rule, which describes a quart-size bag and says nothing about brands, materials or certification [2]. "TSA approved" on a product listing is a marketing phrase. It usually means "roughly quart-size." Nothing more.

Which makeup counts as a liquid
TSA's item lookup separates makeup into liquid, solid and powder, and treats them differently [4]. Brand guides from CALPAK and BÉIS sort individual products the same way: if it pours, pumps, squeezes or smears, treat it as a liquid [5][6].

One detail that trips people up: the limit is on the container, not the contents. A nearly empty 5 oz bottle of setting spray still fails. What matters is the size printed on it.
The pivot: you are shopping for the wrong bag
Here is what the search results obscure. At security, only one bag is inspected under the 3-1-1 rule: the quart bag with your liquids. Your makeup bag is not.
That means the "TSA-approved makeup bag" is really two different jobs being forced into one product. A clear quart pouch is good at one thing: getting liquids through screening. It is poor at the other thing, which is holding your makeup in a way you can use in a hotel bathroom. It collapses, it stacks everything, and it shows you the back of every product.
The practical fix is to split the jobs:
- A quart bag for the handful of liquids you need in flight or on arrival. It comes out at security and goes back in.
- A makeup bag or case for everything else: powders, sticks, pencils, brushes and tools, plus the quart-bag items once you land. It never has to leave your carry-on at the checkpoint.
Seen that way, the makeup bag can be chosen for what it does all trip long, not for the four minutes you spend in the security line.

Two reports on the U.S. proposal agree on its limits: it would cover PreCheck travelers only, at airports with CT scanners, and it concerned water bottles [7]. Even if it goes ahead, your foundation and setting spray are still on the 3.4 oz rule. Plan for the strictest airport on your route, which is usually the one taking you home.

- Ignore "TSA approved" on a listing. TSA does not approve bags. For the quart bag, any bag of roughly 6 x 9 inches works [1].
- Split liquids from everything else. Only liquids, gels and creams go in the quart bag. Solid makeup and tools can stay in your makeup bag, with no size limit.
